Temporary Residence in Germany: Aufenthaltserlaubnis Guide

The Aufenthaltserlaubnis (literally "residence permit") is Germany's umbrella time-limited residence permit. Unlike the EU Blue Card it isn't tied to a specific qualification — it's issued for whichever purpose brings you to Germany:

• §16 — Studies, language course, school exchange
• §17 — Vocational training
• §18 — Employment
• §19c — Skilled worker
• §20 — Job-seeker (now Chancenkarte)
• §21 — Self-employment / freelance ("Freiberufler")
• §27–§36 — Family reunion / humanitarian / refugee

It's usually granted for 1–3 years and renewable, and converts to permanent residence (Niederlassungserlaubnis) after 3–5 years depending on the basis.

Aufenthaltserlaubnis (§19c "Skilled Worker"):

• No minimum salary threshold
• Vocational qualification accepted
• 4 years to permanent residence
• Renewal tied to maintaining the issuing condition (job, study, etc.)

EU Blue Card (§18b):

• Higher salary required (€43,759–€48,300)
• University degree required (or 3 years IT experience)
• 21–27 months to permanent residence
• Pan-EU mobility after 12 months

If you qualify for the Blue Card always take it — the PR fast-track and family-reunion benefits are substantially better.

Apply from abroad: German embassy issues the entry visa (Nationales Visum, type D), valid 90 days. €75 fee. Process 4–12 weeks.

Once in Germany:

1. Register your address (Anmeldung) within 14 days at the Bürgeramt
2. Book an appointment at the Ausländerbehörde (some cities use the bayern-id, berlin-online or local portal)
3. Bring all documents (see list below) + €100 fee
4. The Ausländerbehörde issues a residence card ("elektronischer Aufenthaltstitel") within 2–6 weeks

Standard list (the Ausländerbehörde may ask for more depending on the §):

• Valid passport (≥18 months remaining)
• Biometric photo
• Anmeldung (address registration)
• Health insurance certificate
• Proof of livelihood — employment contract, scholarship letter, savings account statement (Sperrkonto for students, currently ~€11,904/year)
• Proof matching your purpose: enrolment letter (student), employer letter (worker), marriage certificate (family), business plan (self-employed)
• Filled "Antrag auf Erteilung eines Aufenthaltstitels" form
• €100 fee in cash or EC-card

Translations: anything not in German or English must be translated by a sworn translator and stamped.

Government: €75 (visa) + €100 (residence permit). Renewal another €96. PR conversion when eligible: €113.

Initial duration: 1–3 years, depending on purpose and Ausländerbehörde caseworker.
